You can do it on one the exchanges listed at the botcoin wiki (https://en.bitcoin.it/wiki/Selling_bitcoins). But in my experience, I have found Bitmit.net to be a great place to do this. I have bought and sold my bitcoins there personally and no problems so far. Hope this helps.

As far as cashing out you have an option to transfer the funds to a few popular online payments systems.
