livecoin has a 2 month backlog, and they charge 4BTC.... Thanks for the help. A word of warning though - it has a lot of scammy coins too! Fully functional exchange though so it's a good place to start

It doesn't have the fastest approval for new coins but it lists coins from ICO date on a timely manner. Their daily volume is also high compared to other exchanges out there. You could actually contact them for more information. Another exchange that comes to my mind is Cryptopia. I think, it has a faster approval over Bittrex but many of the coins that are listed there are not well known and kinda scammy. Again, the best way to know their process is to contact them.
