Higher difficulty means it takes longer to find a block based on the hashrate.

So you can't compare the diff of DCR/ETH/SIA because mining speeds are also different because they use different hashing algorithms.

In other word yes we can say high difficulty mean it is harder to find a block according your hashrate and a coin you mined. Every coin have different difficulty and you can not equalize each others

so it sounds like i need a second set of numbers to check how long it takes for each block and wich ones i can get more blocks of faster?

so when reading a whattomine chart what numbers do i need to figure out how long it takes to mine a block in a specific coin?

For ETH you can use this calculator:

change the parameters and then you see the results.

You have to compare coins with the same algorithm.  You can not compare btc and ltc as they use different work to find a block and different miners to do that.  Start with coins with the same algorithm and go from there

When you're looking at whattomine, the BT value shows you, on average, how often the network will find a block.  Then you need to consider how often your pool finds a block on the network.  And then, what your share is of your pool's hash rate. 

The difficulty is adjusted so that the overall network hashrate finds a block every BT seconds/minutes on average. 

BT - Block Time
BR - Block Reward
LB - Time of Last Block
