Your current denomination is mBTC, which is a thousandth of a bitcoin, ie. 1 mBTC = 0.001 BTC. So your  109.28562 mBTC is 0.10928562 BTC. If this confuses you, you have to change your denomination to BTC, then you'll see the full eight decimals. Preferences menu>appearance>base unit. Choose BTC.

I think the problem is that you want to trasfer the entire amount, but that you forget you need to include a fee.

Let electrum choose the recommended fee and subtract that from the amount you want to send.

You are in the right path you can send 0.01230768 BTC to what ever you want to send it.
And your done the fee also good which is your transaction can be fast so i think you will not having any problem with this setup..
Your transaction can be confirm in minutes.. You can start sign to start sending it..

If you're concerned about the 0.09, don't be, that's just the change coming back to your wallet... It isn't being sent to anyone else ;)
