With $5-$10 payment you can accelerate your transaction, since viabtc is not able to accelerate the transaction atm.
https://pushtx.btc.com/#/  (require alipay account to pay for acceleration).
https://www.btcspeedy.com/  (haven't tested this one yet, bitcoin is accepted).

You need to try every hour. VIABtc is working, I've used it in the past to move a stuck transaction that had no confirmation for over 3 days.
Just set a timer and come at every single full hour and try if there's a spot. I've always managed to fit in after 2 or 3 attempts.

why you only pay $.40 as fees of this transaction??

because they don't use a "real" wallet (an update one) with REAL Fees calculation ...
and when you has this, you can bump over this :

Most accelerators are not free. You usually must pay a quite sizable fee for them to take it on. Next time, Google "21 bitcoin fees" to get an idea of what amount of fee you should send. Generally, anything over 50 Satoshis/byte will be confirmed within 24 hours as of today.

just put you into ViaBTC at 0:00AM, you should check your transaction in a few hours time, it should get confirmed sooner or later.
Attached the printscreen, there are 21 confirmations as of 9:00PM :)
Well, it seems that it's possible to accelerate a transaction with a really low fee like this one :)
