I have already connected the PCI-e cables from my gpu to the PSU, is there a need to hook up the SATA cable from the riser into the PSU too? Please don't mock, educate me.

Yes, you need to connect it.Thank you. The PCIe interface is limited to 75 W and it is not enough for a lot of GPUs.
