Is it safe to use the same mnemonic seed as a part of two different multisig wallets?

The xpub key merely gives the addresses that can be generated with its corresponding xpriv and nothing else. As long as you don't leak any of the private keys of addresses that can be generated with your xpub, you are totally safe.

So best to let electrum generate a new mnemonic for you.
