I never tried... but looks that is possible to use Paypal for buy small amounts of bitcoin from localbitcoins.

Generally no, if there are people taking paypal as payment then they will charge a lot for it. Usually paypal payments are easily reversible that is why a lot of bitcoin sellers avoid accepting paypal payments. There are some that does, but probably you will have to pay 10% - 50% (maybe even 100%) more than the current market price of bitcoins.

That's true. Paypal isn't recommended option for buying Bitcoins. Reason A is that Paypal doesn't endorse buying cryptocurrencies with balance. So selling party will always be on loosing site in case of one party opens dispute.
Reason B is that present merchants providing such exchange is very low and doing so on their own risk. So there is high chance of getting scammed. Better find other ways buying Bitcoins. Closest substitute can be Payza.

You can use virwox,localbitcoins and paxful. They are all expensive ie you will pay perhaps $1.30 paypal to get $1 in bitcoin.
You could try this site https://www.bestchange.com/paypal-usd-to-perfectmoney-usd.html (https://www.bestchange.com/paypal-usd-to-perfectmoney-usd.html). I have used it in the past. Only problem is Paypal to bitcoin exchange may not be available.
 The best way to find an exchange is to use a non-reversible payment eg perfectmoney.
 There are exchanges available in the Market area of this forum. Read the information supplied before entering any transaction.

This is a hard service to offer because you get no middle man to protect the PayPal part of the payment. Anybody can file a complaint and once the bitcoin transaction has gone through you can recover the funds. Way too much risk in this.

I rather think you should find a local business or personal who sell bitcoins,buying bitcoins with credit card and PayPal is very expensive and I wouldn't advice on anyone doing that. Don't you have those Bitcoin ATM around your vicinity.

Local Bitcoins usually has sellers (in the UK atleast) who will deal through paypal. They do however charge a larger than average exchange rate due to lack of protection a seller has when using paypal.
