Its my personal suggestion for you to not look any professional services here due to the fact that many scammers are waiting for the same opportunity to make another scammer happens. Someone will knock you soon by stating that he have script of professional software of gambling websites and it will even show you a demo of someones other website and asks you for some upfront amount. I am saying this because i personally have same experiences .
Its my suggestion is to try at some other professional places like flippa or any established professional sites or search " sports betting software " in google to get professionals to offer this kind of service .

I personally dont think that any designer can setup a gambling sites with his only designing skills. Setting up a nice gambling site need other stuff also which is more important then a design.
OP first must need to care about security of the casino or any gambling site because in last few years we saw many horror stories where hackers tried to hack the site and stole their bitcoins in seconds . So OP must need to care about security first then it comes to the design section.
Btw there are many nice premade software availables in the market but you need to pay premium prices for those .
