What about verification at Bitfinex? Is it needed to start trading or just buy some altcoins?

I think without verification, trading is no problem , but huge limitation on withdrawl.

Correct. Verification only needed when you want to move or withdraw your money from bittrex to other site or your wallet. Why people don't want to verify their account? It is only took some minutes and you can withdraw huge amount

Is bitfinex reliable? I mean you can withdraw cryptocurrencies without being verified so I was wondering too if there are no problems in your end with that kind of transaction? And around how much can you totally withdraw without verification?

While big exchangers closed there services in China, Bitfinex (provided by iFinex Inc.) is still running its service. Also in their news section (  https://www.bitfinex.com/posts ) is nothing announced, that they would shut down their service. But it would nevertheless be the best, not to keep there huge amounts as on any exchanger.

Of course mate Hong Kong is practically a country for itself but as a guess I'd say that they have license for business already or maybe it was the plan

I recall hearing this last year, but I'm not sure if it's still the case. They just released yesterday their clarification regarding the ban. They said they are organized in the British Virgin Islands. So whatever operations that may have (or had) in Hong Kong, that is their position:

As for the OP, you can trade any of Bitfinex's markets without verification -- you just can't deposit/withdraw fiat currencies without it. But the reality is that nobody can deposit/withdraw fiat currencies on Bitfinex. They are cut off from the banking system.
