I think you will be more enlightened if you're going to browse in the alternate cyptro currencies section. Just go directly to the altcoin discussions, there are lots of threads there that you can read to have knowledge what ICO is.

ICO stands for Initial Coin Offering. And it is similar to an IPO (Initial Public Offering) in concept, and in the sense that you get to invest during the ground stage.

Essentially it is when an unknown coin comes into existence and a value must be attached to it once people fund it with enough Bitcoins, Dollars and other currencies.

ICO is called Initial Coin Offering, a way for a certain project to gain resources that is needed for its vision to be fully implemented. ICO is selling the tokens or coins of the project at a cheap price and with additional bonuses to attract investors. If you invest in ICOs, please be vigilant and choose the best ICOs. You need to do research first. ICO investment is great because there are huge bonuses. But only if you are choosing the right ones.

generally speaking a team will have a concept for a new cryptocurrency and that might solve some issue that existing cryptocurrencies don't solve or might solve the issue in a better way maybe through some different underlying technology or something along those lines. so that team will begin working on putting that concept of paper writing what is called a white paper.

An ICO is a fundraising mechanism using cryptocurrency, and is unregulated.
This is a very good article that explains it in detail: https://blockgeeks.com/guides/what-is-an-initial-coin-offering/

ICO is one of the initial mode of generating funds by offering the coins to the investors. We have seen in the past that, many ICO's concluded as scams so it is advisable to stay away from such projects.
