Won't offer paypal anymore.
I can pay Perfect Money and Skrill.
I know Skrill is likely paypal so I'm not looking to spend any big amount.

some exchanges allow credit card which is used by skrill, why dont you do that?

Instead of asking here better you can directly add fund to exchanges because here many people want to buy ETH. They won't sell ETH at the movement because right now the price is very low so better buy in the exchanges.

Why do not you buy ETH on a exchange(polloniex, cex....)?

Create a thread in scam and accusation section about your issue then only moderators can help you lock the concern account you lose with him.
Then you please write with the reference in his trust and rating of this person.

I think most easiest and convenient way to buy eth is through an exchange. Add up some bitcoins which can be easily added through any method and then buy your eth.

if you want to buy or sell eth exchange process is best for that. so try to do exchange process. in this way we have to exchange eth coins, btc coins and some more other alt coins. first we have to consider it's price next take account in this. if you have bank account then it is very easy to buy and sell. open your credit/debit card, sigh up next create account in coins and buy and sell in this eth coins.

That is what I recommend for him to and ETH is not expensive right now since it is on dump state and the current value is 0.059 btc which is affordable to be bought by low bankroll people. So better OP should execute his buy there so that he can make a safe transaction on trusted exchange here and do not trust those guy who offer some lowest price since some of them are scammers.
