Making your bounty limited to a few participants may make most applicants feel disappointed. It is appreciated if you can keep payments on average so that maximum number of members can join. Getting too many participation doesn't really mean that bounty is getting published in good way. There could scammers in the campaign who may not do the job seriously and end up in spam.
Limiting the participation will also save the unwanted spreading of the tokens, if too much payment is given in the form of token then it might just loose the value in later time of ICO. This is the reason why we see those ICO failing who has airdrops going on. Becuase if the tokens are given away like that almost free then this has to be paid by the company above the heads. So keep it limited. That would be better.
