I think that such laws are only leads to censore of internet. By same pretext they also can ban Google and other international internet companies. And such bans will result increased dominant position of Russian networks such as VK and Yandex, which are fully controled by russian institutions. Earlier he was accused of giving undue importance for anti-Russian news articles in the Facebook news-feed. And my guess it that this is the real reason behind the ban attempt rather than the storage of user-data.
