No, not any more, because it seems people have started shitting up there now, which I'm assuming is because most campaigns don't pay for posts in off topic so they just create such crap in there as:

Have you ever seen a couple having sex in real life?
Single or Married
Where love came from ?

I pray for the day theymos removes signatures from ranks somehow.

Other subs are generally excluded from the most of the signature campaigns.
The solution for this kind of crap is to lock the silly topics, give a warning to these members after clearly indicating what's the point of the P/S section and what kind of topics feats there...

Strange how fast my open question regarding the state of Po&So got moved in a millisecond, but not all the very strange topics not belonging there. I am not a noob, I used to post under the name you see on my sig. for years. I thought the mods gave up sorting topics, but now I am not sure anymore.

mods do not sit and hawk your topics to move them :)
it is the dilligent users who swiftly report your post or topic and then it gets moved (or not)
Off-topic is off-topic and Po and So is a slightly different thing, although it is still off topic to the main topic of the forum i.e. cryptocurrencies
it could be connected in a way to finances and such, while off-topic could be questions  like :How many times do you scratch your balls per day?

So If I ask is Po & So more profitable than Off-Topic for bt.org in its deplorable, mind numbing state?, that would be an appropriate on topic thread there, yes?
