Looking to purchase pluscoin ICO. Can I participate if I'm a US citizen?

They haven't stated that anywhere, but if you participate at your risk, they won't mind.
Even the ICOs denying US citizens are being filled by US citizens on VPN.

VPN is one tolls that is used by other people to access ICO that is currently don't have or forbidden on their country, I also used some vpn if in-case.

It shouldn't be a big problem. If they haven't stated that you can't invest, then it should be fine.

If you aren't allowed to participate because you are an american citizen then you could contact someone who is in the slack channel then you could trade with them through private messaging.

Don't do it. The people that are holding the ICO might have a verification process that will force people to get a KYC or something similar to that.
