Title: Everyone recievs 60% of estimated rewards

can someone explain this ?

is it true due to the fact that blocks are generated faster so there is less time to submit shares during each time between a block?

To answer your question:
Yes, it's true due to the high orphan rates.

High orphan rate resulting in a lot of lost work. You can knock 40% off the profitability at CoinChoose.

Personally I have always thought that Litecoin pretty much took the Bitcoin block time as low as it could safely go. Though one minute block chains seem to do well. It would be interesting to compare the orphan rate between different block times.

so it's only caused by orphans, I thought for a while that it's caused due to lot of
"stratum from pool X detected new block"

but the rate is nowhere near 40%
