Puerto Rico faces cash crunch in wake of hurricane. Banks have run out of cash and a lot of merchants aren't accepting credit cards due to power outages.

At first this seems like a primary opportunity for Bitcoin to step in, but if there's limited or not electricity wallets wouldn't work (mobile at least).

How do we fix this major "achilles heel" weakness for Bitcoin?
