These people are called "The Next Billion" (https://developers.google.com/web/billions/) and they are not on the Web yet, but will be very soon. We made the platform for them for getting work locally based on the skills they have OR to get some remote work globally. But not only that – they can teach others and get lessons on the skill they want to acquire – thus getting more options of earning money and eliminating (as we hope) poverty and crime. What exactly do you want/expect to track/check in the long run?
