Should I use

If you plan on mining ETH or ETC, you need to use the AMD blockchain drivers that fix the epoch Dag hash drop. For any other coins you can use the latest or any AMD Relive driver.

Is it true it doesn't work for windows 8.1?

Yes, some users reported it doesen't work with Windows 8.1 and Windows 7. There is an unofficial release that seems to work with Windows 7.

Actually, for any crypto (blockchain) currency, it is highly recommended that you use the blockchain drivers. Although the improved hash rates are most felt on ETHash, it should theoretically also provide slight improvements to other algorithms.
