Title: Asus strix RX 570 crashes core clock stuck at 1300

So I bought a brand new Asus Strix RX 570 4Gb OC.
It crashes the miner as soon as it starts. Also the core clock starts stuck at 1300 out whatever you put it to.
I tried changing the drivers many times, changed the ROM to stock, Anarontech, one-click and 1500 strap. Same.
Did I just get a bad card. Is it something I'm missing?
Also the riser works fine with other cards.
Bad card right?

if it crashes at that then put it lower, come on.

I don't think you understand me. The clock stays at anything you put it and it never changes. So I put it at 1100 the clock is at 1100 when the computer starts and it stays at 1100.  It never goes below that.
Even without mining.

Yup about 5 times.
Safe mode DDU blockchain driver 3 times and standard driver 2 times.

Why do you need to increase the core frequency? My RX 580 operate at a frequency of 1300 480 and RX operate at a frequency of 1200. The rate of ETH production 30 MH/s and 29 MH/s. I very much doubt that you will achieve the best result at a frequency of 1500. Maybe you need to pay more attention to other options.

I'm not trying to raise the clock. My card crashes when mining. The only symptom I see is that the core clock stays set from when I start the rig.
For example my 580 and 560 stay at 300mhz unless mining. That card stays at 1300 all the time.

I have the same problem and can't figure it out
