why when use Search bottom on this site   say "You are searching too quickly"  and how to other  find members ??

I don't know, maybe you are searching too fast...  :D

To find members click "members" between "my messages" and "logout" buttons. Then click "search for members", write the name you want to search and click the button.

It means exactly what it says. I believe that in addition to sending PMs and posting, reporting and searching have limits as well so wait a little bit and try to search again. A workaround for searching members without having to wait is to type their names in google and add 'Bitcointalk profile' to it. If the profile is old enough, you should find it.

That can also happen with slow or unstable connection, when refreshing the site. You think, site doesn't load and click once more. But it was already on its way to load.

just patience, only wait 90 seconds if you wanna searching another topic or text.
Maybe the server need a breathe for a while

Just wait some time before searching again. Sometimes this website is too slow or congested and searches don't work well. In such cases it's better to find topics on google than here on bitcointalk. Just search for example "xxxcoin ann bitcointalk" on google and you'll get the results.
Finding members is very easy instead. Click on "members" in your dashboard and then "search for members" . That's all!

I'm using google to search through forum.

Just put in google "XXXX site:bitcointalk.org" (replace XXXX with your query)

EDIT: works for finding members as well
