Because their dev don't want to or haven't implemented this feature already. Wallets are just a "client" to create transactions and broadcast them to the Bitcoin network. Every coin you have is stored in the Blockchain, and not in the wallet itself. This means that every wallet should be able to do what others do if the dev wants.

About fees, wallet developers have arranged how a wallet set fees according to the network condition.
Some wallet are better than others for sure, I recommend electrum wallet and nothing to complain about this wallet.
But, I've been using Blockchain.info wallet for a long time and the last few months it has an upgrade which you can set customize fee for sending bitcoin.

No real difference between web wallets. Everyone of them has a different interface but if you see in the core they all work the same. A third party website is needed to be reached if you want to make a bitcoin transaction. That is why web wallets are not recommended because if the website is down you cannot make a payment at that time. If you use a desktop wallet you only need a working internet connection and no one can stop you from sending payments.

to who Fee money  go ? to wallets or bitcoin system ?

To the miner that included your transaction into the block he/she was trying to solve (and succeeded in solving + broadcasting said block)

Wallet works just the same way the one you put in your back pocket or the way your bank works. Receiving of funds while your public address is like your bank account number.

Firstly, it is a free world and every system can decide to do whatever they like, it is only left to you as a user to know whether it is OK by you or not and make use of the one that feels okay. I do not know why some of these web wallets like blockchain, which obviously use to allow export of private keys in the past stop, but the reason is best known to them and their devs alone.

1.It is their personal decision that to implement the customize fee or not but most of the exchange wallet have high and fixed fee but some wallet have fixed fee according to the current situation on the memepool so the fee will be low if the memepool is empty.

Since this thread had been bumped again.OP did mentioned about fees and talking back into those months on where fees are tremendously high and why he did able to ask such thing.When we do mention about blockchain.info wallet their fees would be entire different compared to exchanges. They do always rely to mempool and if we do see the recent situation of fees into these days it is already almost no fee at all because it is already too low.
