When i tested the rig, i was getting equal rates on all gpu's. Probably the GPU is doing something else and that is why you hashrate is lower. I had similar issues with the GPU that had monitor connected to it. When i removed the connection and started using the motherboard integrated gpu the hashrate got back at normal levels.
