Then it say to refresh my browser and resubmit.  When i do that it gives me the same issue.  This is bullshit. 

that is why many people recommend to not verify to enchanced.
just doing a basic verification and get 3BTC as your limit,everything is ok.
a lot of problem will happen in the future if you're using your document as a verification method.
just do the basic one and you are ready to go

It denied my basic.  doesnt make sense

if they denied your basic try to open up another account,
which mean your account already marked as a 'unwelcomed' trader.
try to avoid that kind of account because in the future you will be facing a lot of trouble.
use VPN and set it europe.
afterward try to verify the basic do not input your document.
stright to the basic one.

 

problem is i have 10000 XRPs that I need to move to my hardwallet.  So i cant just close my account

A lot of people are posting the same issue on redit.  Denied basic account and get the same error on the enhanced account

Contact their customer support at support@bittrex.com.
They might look into your account and resolve the issue or ask you for the documents there and give you enhanced verification.

If you created the account before 08/01/17, you should prepare to withdraw your XRP at the limit of 0.025 BTC (equivalent) per day.

The only thing you could do is try to verify your account. Try different documentations. It would be enough if the basic account gets verified. You will be able to transfer your coins.

Check whether the internet connectivity is good.Report to the customer care about your issue. You can also try to contact Bittrex via twitter and get a feedback from them on this matter.

I got my enhanced account verified with an ease, just within a couple of minutes it was done.

I'd a problem a few days ago account got locked whereas I already had a basic verification. Submit a support ticket and they said I need to have Enhanced verification, submit the document and it verified automatically within minutes. Make sure you have a high-resolution copy of your document and face image and then resubmit, hopefully, it'll go through. If still having problem submit a support ticket they provide good support service (at least in my case).

glad i already good with basic verification without problem, there are some people that face the same problem too. can't verify to get enchanced account. but their support always reply and help us.

I had the same problem too, but after I tried one more time, my account was verified, I am in highest level, and my daily withdrawal limit is very high.

Yesterday I decided to go through the verification of the photo just in case, but today my account was blocked for withdrawal. Sent a request to the support team. Waiting ...

But I suggest you to not store any large stack of coins there right now even if your account is verified with documents. Seen somewhere that a guy with enhanced  verified account getting his account disabled on oct 10/11 along with other few thousands accounts.

Bittrex is acting quite wierd, disabling account without prior notice in the name of investigation.

I cleaned out almost all of my Bittrex balance because they're getting close to randomly force verification. My account has a legacy status (1337 BTC limit) and I have yet to give them any info, not even my name after all these years.

As far as I see it, having to give your name to trade defeats the purpose of cryptos. I'm not using cryptos to anything illegal (other than trading anonymously apparently) and I don't see much of a difference between exchanges being compromised by hackers or the US government. And I'm not even from the US.

Bittrex too asked me for an identification, as I had very low balances on the wallets, I decided to leave bittrex for ever. We absolutely don't need such exchanges while we are moving towards decentralised exchanges.

Not only you even I am facing the same situation with Bittrex, yesterday I tried nearly 3 times to upload the documents in Bittrex. It kept saying your documents are under verification you will get the update after 10minutes. After that when i refresh you document the system couldn't recognize.
