You may find some other exchanges but i don't trust them. Trustable exchanges between paypal and bitcoin can be found either on localbitcoins.com or just search among reputed members of this forum. Be careful, use a middle man while exchanging with members of this forum. Obviously, you'll have to verify your ID to use this, you can't combine anonimity with a reliable service dealing with Paypal. Log into your skrill account, click upload money and then choose bitcoin as form of money uploading payment. It will redirect you to Bitpay, make the payment wait for 8 confirmations on the bitcoin network and your bitcoin will be automatically converted to dollars in your Skrill account. You can only withdraw this amount to a bank account and not to a credit/debit card. I do this almost always when I need to convert my bitcoins to dollars.

But there are 2 things you have to consider. You will need to have a verified account with Coinbank. Secondly Paypal may hold the funds for a period of 21 days (like when you sell on ebay). I have not tested myself, but you can see about this in their FAQ or Fees pages.
