The first settlement should and would be on the coast not in the middle of the desert. Migration and settlement is what it should be. The land is mostly empty wilderness and we wouldn't be claiming statist authority over all of it, just claiming private property by homesteading only over the land we actually settle and utilise. Lockean homesteading, you know? We will of course need to be able to defend our claims but if we are not claiming the whole western sahara then we are less likely to be challenged.
