The way that block rewards are calculated is a little more complicated, but I'd wager that 425 vs 25 (with the same average time between blocks) accounts for the higher number of total coin mined.

PoW blocks seem to be mined only once an hour in the average. So a reward of 25 BTC every 10 minutes resembles 150 PPC in one hour. And the PPC is young.
