When the odd occasion arises where I want to post (Satoshi Poker discussion today) i'm still a f*ckin newbie on this site and cannot reply to the Satoshi Poker thread. So ... bad policy, disappointing forum. Ideally you'd just get some active moderators ...

Overall it's designed to limit spam on the forum from people creating 100s of forum accounts.
However, Newbie jail is fairly counterproductive - there are several topics that I would have contributed to in previous months had I not been in Newbie jail. Only now am I having the time to invest in contributing to bitcointalk... Plus you could just go take a nap after having 5 posts and use an auto-refresher.
