I reckon it is not about the cryptospace's maturity, but the ability of how the laws in its present form, could regulate bitcoin and the other coins.

The speed of decentralized technology development in the cryptospace is moving in a very fast pace. I speculate that there will be no legal framework set that would be effective in regulating it in 10 years.

Yes, it means that they are not that ready with Bitcoin. It is just a spin of that truth. Anyway, it would actually be better for Bitcoin not to be regulated at this time of its existence. I prefer that they regulate the issuance of ICOs as that is where most problems are...scam artists are now starting to have big parties because of ICOs.

In terms of being a currency, Bitcoin is just an infant and we know that. It takes a lot of time for a currency to really mature...if any government agency would wait for it to mature before issuing the regulatory framework then that it no big deal.
