Title: Entertain new coin concept, named Tipcoin

I started working on a specification of the new coin named tipcoin.
Expected features:
- no money creation 
- no miners
- there  will be public ledger
- no  blocks if  possible
- new protocol based  entirely on  nodes( in  case of   problem fall  back  to  miners mechanics but voluntary )
- no fee good for microtransactions

The primary idea  is to make the new  coin system on  top  of  bitcoin network

So let  say there will be invented from  air bitcoin  address something like  5tipcointipcointipcoin...

System will consider this  address as  entry  point , so  any  bitcoin  send  to  this  address will by translated  to  equivalent tipcoins  in  ratio 1 bitcoin : 1000 000 tipcoins and  put  to  address deduced  from  transmitter address  or  attached  to  transaction  message.
 
So  all  money  will be  created  from  bitcoin, which  will be  lost in  fact  what  left  will be equivalent of tipcoins.

Node  responsibility  will be  to follow  this  base  bitcoin  address  and  update its  ledger , other  duties  will be to  communicate   with  other   nodes  in order  to  audit  network  transactions.
Right  now I  am  working on  protocol  itself. Within  month  I should update this    message  to  let  you  know about some  details.

I don't know  how  ripple  works but here coin will be lost for  real this  is  essential

I admit I don't know about bitcoin-qt or other alt coins  source code.
I need  some guidance because I plan to use existing code  wherever possible.
So volunteers step out. What are my need  is  willing to answers my question within coming year, creating  new coin will consume at least 1 year, but most likely more.
Here is example what information I would need:
how  to access balance  on given address in bitcoin block  chain.
What I need is clear  answer what  file  what  line of  source  code  will possibly  serve my purpose.
So anyone willing to help please reply below I will pm you when I need some  help
I plan to work  slowly so there is no reason to  expect  flood of my annoying  questions

There are a few alt-coin makers around here, but I doubt they will volunteer, more likely you need to spent some Bitcoins to get them to work on what you want.
