Because there were countries that give exclusive virtual card with their own countymen, which I guess good for the users too.

Usually, the popular ones like spectrocoin, coinizy, cryptopay and others are no longer accepted by paypal as ways to verify your account. I tried doing this to create mine and it failed. I didn't want to use my own credit card or debit cards to verify it so I found dreamvcc's virtual credit cards to work. Though it's a bit pricey since it cost about $10 to get one. |
