Title: have $14 in electrum, but cannot send more than $0.1 if use fee > 0.001 BTC/KB

it says " not enough funds " if fee > 0.001 BTC/KB, where is the problem ? have 14 $ but can not send even 0.1$,,,, LOLLLLLLLLL

Your transaction is too big. If you pay more than 0.001BTC/KB, the fees would exceed the amount you are trying to send. You either have to lower the fees or to exclude inputs and lower your amount. Else, you can use a transaction accelerator.

Go to the addresses tab and right click the addresses, select "send from". You'll be given a window with the inputs in the "From" column. If the input is too small, right click and press remove.
