It is simply a peer-to-peer BTC market where you can exchange BTC for cash (and vice versa) in person. I had great experience with localbitcoins traders in my country.

In such a huge megapolis like NYC you will find seller. But you should make some precautions, you are going to operate with cash and have a deal with stranger.
