i would start with a centralbank website and an own licensing system outlawing other banks and other licensing systems, before they outlaw you.

the core problem is that, without a state legal system you have icos that dont take responsibility for their work, and with a state and legal system, people have to take responsibilitiy for things they dont know in the longterm, or a situation in which only super rich people are able to lend and invest in a societiy while all others are enslaved by it like in a prison.
