I am researching bounty management software.

Does anyone know of SaS or code that can manage reward bounties?

The Signal bounty claim signal is particularly impressive, and I am wondering if it is off the peg or bespoke ...

Most of this software is garbage, you need to track participants by yourself or to hire special guys for this. Than if you do this carefully, you can be 100% sure that you've calculated everything and everyone in your campaign right.
Also you can take some services and sites to list and promote your bounty campaign, such as http://ico-drops.com (listing) or http://bounty-ico.com (e-mail subscription, btw, these guys create, run and promote bounties themselves for good ICOs).

I think, if you manage serious ICO you can hire a developer to make a custom utility that covers all your needs.
If you can't do this, it' better to use Google Spreadsheets with bounty manager (live person).

Have a look to bountyhub.io: https://www.bountyhub.io/
It is so much better then bountyhive for instance.
I use both and bountyhub is so much better  - UI looks more intuitive and clear.
There are some bugs, but the developer are helpful to fix it.
