I'm the current maintainer of the Java Bitcoin API, and it is just a Java API to make calls to a Bitcoin server. It works well, and I have added about 500 lines of tests. My long-term plan is indeed to make a real Android Bitcoin application, which would hold its own wallet, and not just communicate with a remote Bitcoin server.
