Not according to the email thread I have with Emilia at KnC. I'm assured I can transfer my pre-order slot to another email address, and yes it does require order payment to initiate the transfer. No one should buy anyone selling KnC "Pre-Order" Spots with unpaid items as they will be in the same position in queue if they just purchased straight through the website currently.
