Once you have some satoshi saved up, you can cash them directly out to your primedice account. From there you can transfer them to anywhere you want, with no exceptions!

how much is the minimum amount to claim from the forum?

Currently the minimum amount is 100k satoshi. Which translates to roughly 20 topics or 50 posts. (Depending on your community involvement level)

my friend registered on your forum but he isn't getting any satoshi from posting but some other users are earning something? he is posting on local section Filipino

The user needs to ensure his post is of meaningful length, and is relative to the conversation. Posts that are only a few words, don't get picked up by the systems algorithm. Also some sections don't pay as much as others.
