It often happens that the project with excellent technical background is losing projects, which is just good marketing campaign.
Technically I think the projects are equal but community is much more from NEO and if China is now going to endorse and legalize the ICO then the price definitely will make x2. The chinese ethereum term is just a title given by users without any significance relevance with the real use cases of the coin. Which of these 2 will be the new Chinese Ethereum? Both NEO and QTUM still struggling to find dapps to run on top of their network while ETH is dominating whole dapps and smart contract market. Also NEO's team is much better than qtum team as I investigated them before.
