Built our new rig

Mainboard: Asrock H81 BTC PRO 2.0
GPU: 6xRX580 SE

That's harsh but deserved. :D

Low hashrates only 19,6 MH/s per card.
AMD Polaris cards require at least flashing the BIOS with tighter memory timings. And also some undervolting is highly recommended. Otherwise you're not gonna get much more than 20-22 MH/s. Plenty of guides out there, including this very forum.

You found the solution to your problem while typing this thread, you didn't even have to post it.
These are perfectly normal hashrates for stock graphics cards. You should modify the BIOS using optimal timings and undervolt to achieve the best performance per watt ratio.
Otherwise you're not gonna be getting anything higher than 20-22MH/s no matter what you do.

As the other above me graciously pointed out, you need to mod your bios. But aside from that, you will also need to overclock the core and memory clock settings of each card. Finding the limits of each card is a step by step process you need to go to because each card is different and will have different thresholds. Play around by adding increments of 10 to core and mem clocks.
