use latest version of Firefox or Chrome. or try checking this link https://github.com/spesmilo/electrum/releases it is the source code which also has the tarballs used for installation on Linux. you have to compile it yourself for windows. Download the wallet only from the official site, don't trust other sites, there a lot of similar webpage , but they are only a phishing site or programs with virus/trojan |
