Does this mean that it's based on luck, a sort of raffle system, or is the leaderboard purely based on the highest wager amount on the heart? (i.e. for the letters, there is only the requirement to keep the minimum bet amount)

Highest bet amount/ranking will be determined  by the heart symbol, the rest of the bets need to be minimum 1k satoshi and will be ranked only in case of the tie on the heart and between the 5 places  ;)
