Most other websites implement DDoS protection and other protection against abuse which is based on IP addresses. If you are innocent, you can just contact them and they'll probably clear up why the IP is blocked and/or help you out. You can always use a VPN if they won't unblock the IP. Agreed, it's best to download electrum but not always and not for everyone. For example I travel very often between some cities and there are moments when I need bitcoin, what to do?
