is the client controls fees?
how to explain this block?

Whoever creates a transaction decides what fees it pays. Miners and other nodes can decide whether or not to pass on a transaction to other nodes or whether to include it in blocks they mine. The fee in the transaction may influence this decision.

There are many miners that will include any valid transaction in a block they mine, no matter how ridiculous.
