UPDATE (July 9, 2013): I received the following response in the mail from the Department of Justice regarding my FOIA request. Due to privacy laws, I will need Mr. Hughes’ permission (original, notarized signature) before the DOJ can release the requested documents. I will attempt to contact Mr. Hughes’ attorney and will follow-up with another update. Below is the response:

How does the DEA get passed the rating system?

I dunno really lol... I thought the way the SR worked was a new vender had to send a bunch of people some samples and get reviews on it before he could really start getting customers to buy from him.  It doesn't seem they could really "honeypot" too many people before the community caught on.

I'm sure they just sent a bunch of drugs they confiscated from someone else.
