how do you start a singature campaign. and is it allowed in bit coin talk?

Check out the service section of the forum in the market place. There are a lot of different campaigns you can either join or you can use the threads as a outline for your own personal campaign if you choose to create one.

Your question is confusing, If you want to start your own signature campaign first you need to have a cryptocurrency related project and fund it to be able to pay the participants that will advertise your signature campaign as well as the person that will manage it and the third party that will escrow the funds (manager and escrow can be just one person). But if you mean on how will you to start to join a signature campaign, first you have to be at least jr. member and above and find a campaign that currently accepting new participants here https://bitcointalk.org/index.php?board=52.0 or here https://bitcointalk.org/index.php?board=238.0 if you want to receive altcoin/tokens as payment, then start reading the rules, if you think that you can follow the rules then provide all information that is being asked by manager and post it on the thread.

The bolded portion is what a lot of people are really missing. Reading through what Op is saying is not even clear asking whether signature campaign is allowed? I don't know any other platform that is available other than this and if he had seen several signatures, then he must be asking about if there is special condition that needs to be met to make one which I feel he is interested in. The way to that is to hire a a reputable campaign manager to manage such and all other things would be taken care of. Several announcement thread of managers are in the service section of the forum.

Yes it's allowed in bitcointalk, you can open your own signature campaign on the service section. If the payment in bitcoin you can post it on service section but if in token you must post it on bounties altcoin section. You can hire a manager though to handle your signature campaign.
