Is it good to transfer bitcoin to another exchange from one exchange when the other exchange price is high or low?

Yes. it is cal arbitraging. You can just chose the exchange with the best rate and sell your BTC there, then buy again for the cheaper peice on the other exchange or grom other users. Usually asian exchanges have higher rates. I've also heared about enourmous rates on Nigerizma exchanges and the ones from Zimbabwe but there must be some tricks about using them.

it's good also if you do, because if the other market is higher than the market price you have balance, because you will get another advantage in the market that the price is higher earlier.

How often should i sell considering there is a fee whenever you sell?

If you do that, thats called arbitrage strategy trading. It is good strategy but not for bitcoin anymore.
This strategy just for any altcoin which has quick service when we send it.

Is not always favourable if the price differences between the exchanges are marginal, and you are a small-time trader.
You have to account for the trading fees, network fee and possible network delays.
