Can I use one PCI-E cable from PSU with two 8 pin to power two R9 280 card with two 6 pin each? Using two "8 to two 6 pin" cables like this?

yes, you can do it. a 6 pin PCIE plug is rated up to 75 watts, and 6+2 pins connectors (8 pin) is 150 Watt. it's enough to power your GPUs

Hey, Make sure that the Adapter you are using is not substandard.
Check the Wires, the connector's materials and edges.

or it'll end up like this: Burned 18 AWG Wire And 8-Pin VGA GPU Power Connectors (https://bitcointalk.org/index.php?topic=2571737)

If you were about to use it to power some gtx 1060, for example, I would say yes. But R9 280 consumes so much. I would avoid using just one cable for both of them unless they are severely undervolted and mining cryptonight only.

What psu you have?
Corsair 1000W and 750W.

I tried to use 8 pin CPU to two 6+2 PCI-E adapter from ebay - but PSU not even start with it plugged...

Don't think you can use CPU 8pin to power GPU's only pcie 6/8 pins.

Yes you can, just take  note of the wire's color.
yellow: 12v
Black: neutral
It basically reroute the wires of the two six pins into the 8pin connector.
