Any evidence or links to prove that the statement you gave is true?
However, Russia banning Bitcoins or Internet would really put an effect on the volume that used to come from their side in BTC world, but not much significant impact is expected because they are not alone who have "total control" over Bitcoins as BTC is now spread in pieces globally. And about the whole world, it will impact on the economy of countries that run through the business they do with Russia at a large scale which is based on internet such as online shopping, selling of goods and services through internet, trading, etc. If Russia ever bans internet, they will ruin everything for themselves only because when everything in the world is being digitized, Russia taking a step back and getting out of the race would be really foolish on their end.

anyway shutdown of internet would leave some countries defenseless as many weapons relay on it,and as for evidence app called news for windows 10 they post it 2,3 days ago.

Where did you get the news from?
I think you should check it again.
If true Russian is trying to turn off the internet I think it is very impossible to do, because the internet is also there that keeps it alive not as easy as it passes the super strict guard.
I think it's just a hoax news, the internet is the era of modernization that is in use many of the world to use as a means of communication, business and reconnaissance.

And for those who think what would that accomplish , full control of news and information for those countries after internets repair . big project but possible think about it. Something similar to Korea if you are informed Google how many sites they have on so called internet if you know what is internet proxy ,for example they can't find YouTube   on their internet because its "banned" by their internet provider (IP address DNS and those stuff).
